Brief Posting Description

Tri-State is a FERC rate-regulated generation and transmission cooperative association. This position performs cost of service study analyses by developing and analyzing Tri-State's fully allocated cost factors to support the Company's regulatory filings. Assists in annual revenue requirements determinations. Prepares documentation and testimony on appropriate cost of service studies for FERC and legislative committees. Testifies as a witness in support of cost of services studies and in support of rate design implementation, tariff administration, terms and conditions of service, and tariff application before FERC. Reviews FERC and other regulatory agency opinions, decisions, and findings of research groups. Lead rate design implementation and reporting activities. Coordinates with internal departments to ensure successful implementation and execution the Company's regulated tariffs, terms and conditions of service, special contract requirements, and non-standard rider/tariff implementation efforts. Develops strong internal and external relationships to ensure regulatory compliance, project oversight, and consensus building in meeting both regulatory and corporate needs.

Senior Cost of Service Analyst

Hiring Salary Range: $107,000-$134,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.

Job Requirements

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Review, develop or maintain quantitative/qualitative analysis.

  • Development and implementation of revenue requirements and rates for all of Tri-State's assets.

  • Assist in the development of various analyses and financial models relative to rates and rate design.

  • Assist in the preparation of filings including testimony, workpapers, and exhibits to applicable regulatory authorities. Analyze intervener testimony to formulate responsive testimony and assist with cross-examination strategies.

  • Coordinate interveners and Commission staff data request responses on technical issues during rate filings and assist in support required during the hearing process.

  • Maintain a working knowledge and understanding of regulatory rulings, proceedings, and industry trends relevant to ratemaking.

  • Actively participate in committees and working groups.

  • Thoroughly researches and identifies areas for analysis and to produce summary analysis.

  • Provides analysis of intervenor testimony.

  • Presents summaries of results to management.

  • Query databases and manipulate data to prepare data sets for analysis

  • Writes and provides oral testimony in support of cost-of-service allocation decisions and results, and tariff design and decisions, before regulatory commissions.

  • Assists internal customers with questions regarding tariff application and availability.

  • Coordinates with other departments during rate change implementations and special projects.

  • Operates the Excel-based Cost of Service model. This includes, but is not limited to, implementation of updates to allocation methodologies, improving the efficient operation of the model, and to ensure accurate preparation of minimum filing requirements.

  • Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.

  • Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

REQUIRED JOB QUALIFICATIONS

Education and Training

  • Bachelor's degree in Engineering, Accounting, Mathematics, or Statistics.

Knowledge, Skills, and Ability:

  • Extensive knowledge of state and federal regulations applicable to the accounting function. Strong ability to build strong relationships with accounting and engineering staffs, other utilities, external entities, and Members.

  • Understands cost of service theories and allocation methodologies as reflected in the FERC Cost of Service Manual.

  • Persuasive written and verbal communication.

  • Ability to interface with and effectively communicate with management.

  • Proficient listening skills.

  • Project implementation.

  • Ability to maintain a high degree of confidentiality.

  • Ability to interface with diverse personalities and receive instruction, guidance and direction from others.

  • Solid technical, quantitative, and qualitative analytical skills.

  • Advanced computer proficiency in spreadsheet, database, and reporting software (Microsoft Excel, SAP, IDT, Word, PowerPoint), Accounting software, Outlook, Dropbox, Sharepoint or other messaging and communication platforms.

  • Reading comprehension skills with ability to assess position intention and consequences.

  • Ability to synthesize, analyze, and summarize data using fundamental business theories, principles, and concepts.

  • General knowledge of state and federal regulations affecting rate design and comparability requirements.

Experience:

  • Eight (8) years or more of related progressive experience.

Other:

  • Willingness to travel as required for training and meetings. (Must possess a valid driver's license.)

DESIRED JOB QUALIFICATIONS

  • Master's or Ph.D. in a quantitative field such as Engineering, Accounting, Mathematics, or Statistics and five (5) years' experience working in a regulated electric utility as a cost-of-service analyst.

  • Cooperative or G&T experience preferred.

  • Experience in multiple electric utility functional areas (operations, maintenance, contracts, policy, rate setting, or related area) a plus.

  • Knowledge of NARUC Cost Allocation Manual a plus.

  • Experience in electric utility accounting, preferred.
