Maintain expertise, mentor and provide leadership in the responsibilities of Tri-State Resource Dispatch and Trading, Southwest Power Pool (SPP) Western Energy Imbalance Service (WEIS), California Independent System Operator (CAISO) Western Energy Imbalance Market (WEIM) and bilateral markets within the operational and compliance parameters set forth by the regulations, reliability standards and business practices established by Tri-State ., the Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Regional Reliability Organizations (RRO) and the North American Energy Standards Board (NAESB).
Note : There is one position available, and the position will be filled at either the Resource Dispatch and Trading Trainee (NB18), Resource Dispatch and Trading Specialist (NB20) or Senior Resource Dispatch and Trading Specialist (NB22). This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Job Requirements
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Ensure that all decisions and actions are in full compliance with applicable NERC operating standards, other regional and regulatory standards and Tri-State's Energy Risk Management Policy.
Take and/or direct timely and appropriate real-time action in bilateral market, SPP WEIS and CAISO WEIM with the potential of additional markets or Regional Transmission Organization (RTO).
Evaluate options and take decisive actions under time constraints and/or with limited information in response to real time system events to preserve the stable and reliable operation of the Bulk Electric System.
Recognize the impact of changing system conditions on interchange deviations within and between each Balancing Authority Area that Tri-State reports to, and take action to respond.
Utilize Supervisory Control and Data Acquisition (SCADA) applications to recognize, interpret, detect, and take action such as, but not limited to: alarm response, generator status change, Automatic Voltage Regulator (AVR)/Power System Stabilizer (PSS) status change, Inter-Control Center Communications Protocol (ICCP) data failure, Remote Terminal Unit (RTU) and metering status changes, and remote start/stop of generating units.
Recognize patterns in power system data, identify the associated condition and determine appropriate actions.
Detect data and technology failures, identify impact on work processes and take decisive actions to retain business continuity 24x7.
Synthesize data from multiple sources to analyze and forecast real-time dynamic resource patterns, load obligations, generation dispatch capabilities, transmission capacity and market opportunities to maximize margins in real time.
Utilize generating characteristics to direct the output of generating units to maintain system control performance at lowest possible cost.
Monitor, detect and interpret proper generator reactive output and generator status and coordinate with appropriate Transmission Operators and/or Balancing Authorities.
Manage real-time natural gas positions and the natural gas pipeline process to predict, nominate, schedule and confirm flowing natural gas for the direct start up, shut down and loading of gas turbines for contractual obligations, market opportunities, load balancing and system emergencies.
Monitor and maintain operating reserves at all times. Respond appropriately to Southwest Reserve Sharing Group (SRSG) and Northwest Power Pool (NWPP) events.
Report generation outages in compliance with respective Reliability Coordinator Outage Management Methodologies and software systems. Advanced ability to articulate outage causes and length of time.
Monitor, assess impact, and respond to unexpected curtailments and/or generation re-dispatch instructions due to unscheduled flow mitigation procedures.
Monitor generator fuel supply limitations, especially during severe weather events and communicate status with Balancing Authority Area (BAA), Transmission Operators (TO) and Reliability Coordinators (RC) as required.
Represent Tri-State's contractual rights, obligations, and confidentiality with market counterparties, Transmission Service Providers (TSP), Reserve Sharing Groups (RSG) and the Western Systems Power Pool (WSPP) Agreement.
Analyze relationships between transmission and commodity availability, and market price.
Optimize use of Tri-State's long-term network and point-to-point transmission rights and purchase transmission capacity real-time to optimally schedule energy to load using web-driven platforms supporting open access.
Ensure all applicable real-time transactions are scheduled and tagged in accordance with Regional requirements.
Log relevant operating information, problems and issues encountered during the shift as source of evidence to meet compliance initiatives.
Interface with Energy Portfolio, Settlements, Energy Resources, Risk Management personnel and other departments as needed.
Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

REQUIRED JOB QUALIFICATIONS
Education and Training
Bachelor's degree in Business, Economics, Engineering, Finance or other related discipline or an equivalent combination of work experience and/or education.
Completion of Tri-State's Resource Dispatch and Trading training program unless there is qualified experience.
NERC certification, preferably Balancing and Interchange or Balancing, Interchange and Transmission; must maintain NERC certification to perform the position requirements through approved continuing educations hours (CEHs).
Knowledge, Skills, and Ability:
Proficient analytical, quantitative, and economic evaluation skills as well as creative problem solving skills.
Advanced technical skills in the application of Supervisory Control and Data Acquisition (SCADA), Automatic Generation Control, data transfer technologies, and reactive power.
Expert working knowledge of database and spreadsheet software applications; adapt experience to industry specific software.
Must be able to remain calm in stressful conditions and quickly make complex, critical decisions.
Ability to perform under considerable stress induced by deadlines, emergency situations and a rotating work schedule.
Excellent verbal and written interpersonal communication skills.
Must have ability to develop highly credible and effective relationships with counterparties.
Must be flexible, inquisitive and able to thoroughly understand the electric market dynamics.
Ability to oversee and coordinate complex projects and complete in a timely manner.

Experience:
- Completion of Resource Dispatch and Trading Training Program, demonstration of group leadership and four (4) years in Tri-State's Resource Dispatch and Trading group or five (5) years of related commodity trading and resource dispatch experience, preferably in the electric utility industry and NERC certification.
Other:
The hours of work are structured as rotating shifts covering 24 hours/day and 7 days/week, every day of the year, and are subject to change at any time. Employees are subject to overtime work any time of the day or week. The employee must be able to adapt to revised schedules and manage changes in methods and priorities of work.
Willingness to complete Tri-State Resource Dispatch and Trading Program if experience is outside of Tri-State.
Willingness to travel as required (Must possess a valid driver's license.)
Must be able to demonstrate that he/she can perform all of the essential functions of the position.
DESIRED JOB QUALIFICATIONS
- Knowledge of electric power and natural gas fundamentals including basic understanding of risk management.
Note : The above requirements describe the experience and education qualifications for the Senior Resource Dispatch and Trading Specialist. Those with less experience will be hired at the Resource Dispatch and Trading Trainee or Specialist grade level.
