Job Description:

Lead and perform complex aspects of individual project and program estimating, change documentation, reporting and resource and cost management on business processes related to Engineering & Construction and Project Management Office (PMO) initiatives. Provide reviews of project status to Project Managers and the VP, Engineering and Construction (E&C), including scope, performance, cost, contract, WBS, schedule, resource, etc.

Note: There is one position available, and this position will be filled at one of four job grade levels: Resource Cost Analyst I, job grade 7, Resource Cost Analyst II, job grade 8, Resource Cost Analyst III, job grade 9 or Senior Resource Cost Analyst, job grade 10. This decision will be based on the qualifications and experience of the selected candidate and Tri-State business needs at the time of hire.

Senior Resource Cost Analyst

Hiring Salary Range: $110,000-$151,000

Resource Cost Analyst III

Hiring Salary Range: $100,000-$135,000

Resource Cost Analyst II

Hiring Salary Range: $86,000-$116,000

Resource Cost Analyst I

Hiring Salary Range: $78,000-$105,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education and/or skill level.

Responsibilities:

  • Participate in the E&C PMO review and approval of contract & purchase order change orders.

  • Collaborate with Financial Project Controls and projects teams, providing project and program expenditure trending and deviation insight.

  • Coordinate with Financial Project Controls with the development program dashboards.

  • Serve as liaison between E&C, the E&C PMO and Tri-State’s financial project controls group.

  • Validate and analyze financial reporting generated in the financial project controls group. Reports may include, but are not limited to monthly financial status reports, cash flow reports, project health reports, project baseline reports, and variance reports, earned value management reports.

  • Coordinate with the financial project controls group with the development and refinement of financial project/program metrics.

  • Participate in the risk management process by identifying and mitigating risk potentials at both the project and portfolio levels. Advise the E&C PMO on risk and contingency analysis.

  • Assist project managers with the optimization of project portfolios for capital projects identified primarily by E&C, but may include Transmission Systems Support, Planning, Operations and Maintenance projects as well. These will include both capital and O&M to optimize outage windows, construction contracts, material purchases, and joint projects.

  • Serve as point of contact and coordinate with the E&C management and staff on project, cost, budget, schedule, and resource related issues.

  • Develop and recommend guidelines, tools, and processes for cost & resource management at both the project and portfolio level.

  • Participate with other related business units in developing the annual E&C capital program budget; working with financial project controls, and appropriate E&C staff to provide updates as required for cash flow and variance reporting.

  • Support the Operational Technology (OT) for Oracle Cloud Primavera Unifier, including testing for upgrades and patches.

  • Act as subject matter expert in the Oracle Primavera Unifier environments.

  • Responsible for reporting on predetermined program level Key Performance Indicators (KPI's).

  • Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.

  • Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

OTHER DUTIES/RESPONSIBILITIES

  • Lead and represent the Transmission PMO on teams involved with documenting, standardizing, and promoting continual process improvements and learning across the Engineering & Construction business unit.

  • Performs other related duties as assigned.

Qualifications:

Education and Training

  • Bachelor’s Degree in Accounting, Engineering, Construction Management, Business, or equivalent experience as included in the Experience section listed below.

Knowledge, Skills, and Ability:

  • Extensive knowledge of Project Controls best practices.

  • Expert knowledge and experience with Primavera Unifier, or willingness to undergo extensive training.

  • Must have experience with Earned Value and Change Management

  • Expert knowledge and experience with Oracle Smart View for Office, or willingness to undergo extensive training.

  • Working knowledge and experience with cost and resource loaded Primavera P6 schedules and critical path scheduling techniques or willingness to learn.

  • Advanced experience with the Microsoft Office suite, expert knowledge in MS Excel.

  • Ability/Aptitude to stay current with enterprise software.

  • Ability to plan, organize and manage the work of others.

  • Excellent written and verbal communications, including correspondence, reports, and other business documents.

  • Ability to create and maintain effective working relationships that result in influence without authority.

  • Working knowledge of Tri-State's service area.

Experience:

  • Eight (8) years of combined education and experience in Project Controls Scheduling and Cost positions. Note : The above requirements describe the experience and education qualifications for the Senior Resource Cost Analyst. Those with less experience will be hired at the I, II or III job grade level.

  • Willingness to travel occasionally as required for training, meetings, and conferences. (Must possess a valid driver’s license.)
