Job Description:
Lead and provide guidance on business processes related to Engineering & Construction portfolio scheduling, Project Management Office (PMO) initiatives, and other Project Scheduling functions. Responsible for Engineering & Construction scheduling portfolio and ensuring the Scheduling group provides support to the Vice President, Engineering and Construction, Asset Management, and the PMO for tracking, management, reporting, and change control for project resources and schedules. Serve as lead scheduling liaison between Engineering & Construction and other departments within Tri-State.
Note: There is one position available, and the position will be filled at one of four job grade levels: Project Scheduling Specialist I, job grade 7; Project Scheduling Specialist II, job grade 8; Project Scheduling Specialist III, job grade 9 or Senior Project Scheduling Specialist, job grade 10. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Hiring Salary Range: $110,000-$151,000
Project Scheduling Specialist III
Hiring Salary Range: $100,000-$135,000
Project Scheduling Specialist II
Hiring Salary Range: $86,000-$116,000
Project Scheduling Specialist I
Hiring Salary Range: $78,000-$105,000
Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education and/or skill level.
Responsibilities:
Lead and provide training for Project Scheduling staff, Engineering, other groups, and contractors as needed. Includes providing leadership, tools, and systems necessary to manage effectively and proactively, control, and report Engineering & Construction’s project schedules across the E&C Capital Portfolio.
Provide leadership to the Project Scheduling group regarding support and coordination on resource forecasting and reporting to improve E&C’s ability to manage workload and cash flow to promote accurate and accountable capital budgets.
Guide the Project Scheduling group in their coordination role for the creation of the project schedule with Power System Planning, Maintenance, Engineering & Construction, Land Rights and Permitting, Telecommunications Engineering, System Metering, Financial Project Controls, and the Financial Planning departments.
Lead the Project Scheduling group’s support of the Project Manager and project team groups on schedule creation to ensure project schedules accurately reflect the individual project scope of work, responsibilities, construction sequencing, outage requirements, and the project in service date.
Provide guidance on the development, standardization, and maintenance of project schedules ensuring schedule governance, portfolio reporting, and team communication.
Direct and guide the Project Scheduling group on providing and improving analysis and reporting on resource forecasting, resource gap management and recommend resource solutions.
Manage all scheduling efforts in a timely manner by archiving project schedules in accordance with company policies and procedures.
Develop and maintain process to integrate Critical Path Method (CPM) scheduling with estimating and cost accounting programs.
Manage the Operational Technology (OT) for Oracle Cloud Primavera P6, including testing for upgrades and patches.
Manage resource and cost loaded schedules.
Develop, control, and maintain all Oracle Team Member assignments and Updates.
Responsible for reporting on predetermined program level Key Performance Indicators (’PI's).
Define and monitor critical path and high-risk program key data points for analysis. Works with P6 Experts to configure P6 to fit program needs.
Develop complex scheduling analytics and reporting to support the ongoing monitoring of the portfolio of schedules to ensure that work scope is on-track for execution in accordance with the operating plan. Also, to strategize on what reports are needed and work with a reporting analyst to communicate the vision for the report.

OTHER DUTIES/RESPONSIBILITIES
Lead and represent the Transmission PMO on teams involved with documenting, standardizing, and promoting continual process improvements and learning across the Engineering & Construction business unit.
Performs other related duties as assigned.
Qualifications:
Education and Training
- Bachelor’s Degree in Accounting, Engineering, Construction Management, Business, or equivalent experience as included in the Experience section listed below.
Knowledge, Skills, and Ability:
Extensive knowledge of Project Controls best practices.
Expert knowledge and experience with Primavera P6, scheduling techniques, and resource forecasting and reporting.
Expert knowledge in Oracle Cloud, Primavera P6 Team Member, and Primavera Unifier is strongly desired, but not required.
Must have experience with Earned Value and Change Management
Advanced experience with the Microsoft Office suite, expert knowledge in MS Excel.
Ability/Aptitude to stay current with enterprise software.
Ability to plan, organize and manage the work of others.
Excellent written and verbal communications, including correspondence, reports, and other business documents.
Ability to create and maintain effective working relationships that result in influence without authority.
Working knowledge of Tri-State's service area.
Experience:
Eight (8) years of combined education and experience in Project Controls Scheduling and Cost positions.
Six (6) years of experience working with Primavera P6
Note: The above requirements describe the experience and education qualifications for the Senior Project Scheduling Specialist. Those with less experience will be hired at the I, II or III job grade level.

- Willingness to travel occasionally as required for training, meetings, and conferences. (Must possess a valid driver’s license.)
DESIRED JOB QUALIFICATIONS
Knowledge of PMI process for: Project Controls, Project Management, PM Book of Knowledge.
Experience and knowledge of electric power systems.
Knowledge of Federal Energy Regulatory Commission (FERC) and North American Electric Reliability Corporation (NERC) procedures and regulations.
