Job Description:

Responsible for administering FERC and related federal regulatory processes important to Tri-State. This includes working with subject matter experts (SMEs) in preparing testimony and position statements, assisting with the development of rate case positions, and assessing wholesale power and transmission tariff rate matters. This position will work collaboratively with internal and external counsel, consultants, and business unit staff on project assignments.

Note:

There is one position available, and the position will be filled at one of four job grade levels: FERC Regulatory Analyst I, job grade 6, FERC Regulatory Analyst II, job grade 7; FERC Regulatory Analyst III, job grade 9; or Senior FERC Regulatory Analyst, job grade 10. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Senior FERC Regulatory Analyst

Hiring Salary Range: $110,000-$151,000

FERC Regulatory Analyst III

Hiring Salary Range: $100,000-$135,000

FERC Regulatory Analyst II

Hiring Salary Range: $78,000-$105,000

FERC Regulatory Analyst I

Hiring Salary Range: $71,000-$96,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.

Responsibilities:

  • Conduct analysis and regulatory support to meet FERC requirements.

  • Identify and contribute to internal process in response to changes in federal regulatory requirements.

  • Prepare and manage regulatory activities, including monthly, quarterly, annual, and other FERC filings and reporting.

  • Stay informed of FERC regulations and order that may impact Tri-State?s policies, practices, and procedures.

  • Develop effective written communications on various FERC topics including presentations, procedures, policies and reference materials.

  • Interact with leadership throughout the organization to understand and address FERC regulatory issues.

  • Assist with the development of rate case positions for rate filings, pleadings, settlement and litigation.

  • Ability to support data request responses for rate case filings and cost of service studies.

  • Partner with stakeholders to gather and review data for FERC certificate filings, and reports.

  • Work collaboratively with internal and external counsel, consultants, and business unit staff on project assignments.

  • Assist in the preparation of tariff amendments, contracts, service agreements, testimony, briefs, arguments, pleadings and other legal documents.

  • Provide analytical and testimony support for transmission, generation, marketing and other regulatory filings.

  • Identify regulatory or external customer/stakeholder issues, particularly with respect to FERC, and proactively develop positions in order to meet company objectives.

  • Provide regulatory assistance and services to the various functional areas of Tri-State in matters pertaining to general business and utility activities.

  • Represent Tri-State in FERC and other regulatory proceedings and at various meetings of utility organizations, industry committees, and through joint projects.

  • Because Tri-State is an electric utility with continuous service obligations to its customers, regular, reliable, and predictable performance of the essential functions and responsibilities is an essential function of the job.

  • Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

Qualifications:

Education and Training

  • Bachelor's Degree in an Electrical Engineering, Business, Finance, Economics or related field or equivalent work experience.

Knowledge, Skills, and Ability:

  • Excellent oral and written communication skills including ability to effectively convey complex technical or legal concepts in understandable terms both in writing and verbally.

  • Ability and willingness to complete projects and routine tasks with accuracy and attention to detail.

  • Strong interpersonal skills and the ability to work with a team and develop, facilitate, and implement broad based initiatives.

  • Knowledge and ability in preparing tariff amendments, contracts, service agreements, testimony, briefs, arguments, pleadings and other regulatory documents.

  • Knowledge of applicable FERC regulatory requirementsaffecting the electric utility industry.

  • Knowledge of electric utility operations.

  • Ability to establish and maintain effective working relationships with subject matter experts, team members, and managers.

  • Must be able to uphold the highest standards of discretion and confidentiality.

  • Needs proficient knowledge of Microsoft Office Application and PC skills.

  • Willingness to travel as required (must possess a valid driver's license).
