Brief Posting Description

Responsible for the preparation, and negotiation of certain Tri-State contracts as assigned. Develops, researches, analyzes, negotiates, drafts, coordinates, and executes contracts and amendments associated with the electric transmission system, as conditions require. Assists in the administration and management of contracts and agreements. Provides billing assistance to the billing functional area, as required.

Note: There is one position available and the position will be filled at one of four job grade levels: Contract Analyst I, job grade NB18; Contract Analyst II, job grade NB20; Contract Analyst III, job grade NB21 or Senior Contract Analyst, job grade NB22. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Senior Contract Analyst

Hiring Salary Range: $90,000-$112,000

Contract Analyst III

Hiring Salary Range: $81,000-$102,000

Contract Analyst II

Hiring Salary Range: $ 74,000-$92,000

Contract Analyst I

Hiring Salary Range: $61,000-$76,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.

Job Requirements

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Develop, research, analyze, negotiate, draft, coordinate and execute contracts and amendments associated with the electric transmission system, as conditions require, for:

  • Transmission service

  • Joint system ownership and participation

  • Interconnection and construction

  • New member delivery points

  • Operation and/or maintenance

  • Telecommunications and system metering

  • Other topics, as assigned

  • Assist in the administration of the above contracts and agreements.

  • Provide billing assistance to the billing functional area, as required.

  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

REQUIRED JOB QUALIFICATIONS

Education and Training

  • B.S. degree in Engineering (Power Engineering preferred), Business, Economics, Contracts, Law or equivalent.

Knowledge, Skills, and Ability:

  • Ability to apply engineering theory and principles in drafting and analyzing contracts.

  • Ability to communicate accurately and effectively with a high level of professionalism, both written and orally, with all levels of personnel within and outside the company.

  • General knowledge of government regulations affecting electric utilities.

  • General knowledge of contract law (some formal training preferred).

Experience:

  • Eight (8) years of progressive experience with an electric utility in planning, operations, engineering, maintenance or contracting. Those with less experience will be hired at the Contract Analyst I, II or III job grade level, as appropriate.

Other:

  • Willingness to travel as required. (Must possess a valid driver's license.)

  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.
