Brief Posting Description

Responsible for the technical and administrative oversight of the managing utility (Tucson Electric) of Springerville Station Unit 3 including operation, maintenance, engineering, strategic planning, cost control and budget, contract administration and organizational administration to assure that the managing utility is prudently operating Tri-State's assets in accordance with accepted utility industry standards, procedures and practices. Participates in strategic planning, analysis, and development efforts affecting Springerville Station Unit 3 including the formulation of short-term and long-range goals and objectives, and participate in negotiations and joint planning efforts with the managing utility and other utilities.

Job Requirements

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Responsible for the technical and administrative oversight of Tucson Electric, manager of Springerville Station Unit 3, including operation, maintenance, engineering, organizational administration and personnel directives. This would include providing assurance to Tri-State that the managing utility is providing sufficient effort level in these areas, and that charges associated with implementing this effort are commensurate with the effort level.

  • Participate in strategic planning, analysis, and development efforts affecting Springerville Station Unit 3 including the formulation of short-term and long-range goals and objectives, and participate in negotiations and joint planning efforts with the managing utility and other utilities.

  • Recommend and implement policies, plans and programs consistent with Tri-State goals and objectives, as they apply to the oversight of the managing utility, to assure to Tri-State that the managing utility is prudently operating Springerville Station Unit 3 in accordance with accepted utility industry practices.

  • Participate in, monitor and evaluate activities in terms of adherence to schedules, the development and administration of budgets, including annual budgets, capital items, manpower and operating budgets, cost control, effectiveness and results.

  • Review and evaluate managing utility activities regarding contracts and agreements administration as they apply to Springerville Station Unit 3.

  • Monitor managing utility efforts in problem resolution and activity coordination as they relate to the operation of Springerville Station Unit 3.

  • Provide oversight of managing utility's project management support in planning, scheduling, costing, and monitoring power plant equipment and system upgrades and provide assurance to Tri-State that the allocation of resources is equitably divided among the operating site facilities and common facilities, in accordance with the operating agreements.

  • Monitor managing utility procedures regarding facility operation and maintenance to assure compliance with appropriate and accepted standards.

  • Monitor and report to Tri-State Management facility emergencies and operational upset conditions.

  • Perform special studies, analyses, and cost estimates as they relate to the operation, maintenance and engineering of Springerville Station Unit 3.

  • Represent Tri-State on various external committees involved with the management of Springerville Station Unit 3, the electric utility industry, the community and Tri-State's member systems.

  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

REQUIRED JOB QUALIFICATIONS:

Education and Training:

  • Bachelor of Science degree in engineering or Technical Management is preferred, or equivalent combination of education and/or experience in Power Plant management may be considered.

Knowledge, Skills, and Ability:

  • Expert knowledge and understanding of coal fired power productions facilities and equipment.

  • Knowledge of government regulations (OSHA, RUS, EPA and other related regulations) and industry codes affecting electric utilities.

  • Working knowledge of contract preparation, negotiations and administration.

  • Working knowledge of budget preparation and administration.

  • Experience with the administration of labor contracts.

  • Excellent oral and written communication skills.

  • Ability to plan and organize the work of others.

  • Ability to establish and maintain effective working relationships within Tri-State's organization.

  • Ability and willingness to establish and maintain effective working relationships with the managing utility.

  • Expert knowledge of utility system operations.

  • Working knowledge of related safety policies and procedures.

Experience:

  • Ten (10) years of progressive, directly related experience in coal fired power plant design, construction, and operation and maintenance

  • Five (5) years in a supervisory capacity.

  • Prior shift operations and/or maintenance management of a pulverized coal fired electric generating station is preferred.

Other:

  • Must reside in the Springerville, Arizona area.

  • Willingness to travel. (Must possess a current valid driver's license.)

  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.
